Mill Locke on Liberty Essay Through out history, many philosophers have discussed the rights of mankind such as existence, liberty and especially property. In the work â€Å"The Second Treatise of Civil Government† written by John Locke, mankind’s natural rights are critically examined one by one. This essay aims to discuss whether John Stuart Mill’s harm principle that he mentions in â€Å"On Liberty† can be exercised while not violating the natural rights of mankind or not. First of all, in order to find out the consistency of Mill’s harm principle with Locke’s natural rights, briefly one should examine Locke’s definitions of state of nature and state of war. For Locke, when men live together reasonably and have right to judge each other, without a common authority such as a government it is called state of nature. For Locke, state of nature is a reasonable state that mankind live peacefully. And when men use force, or assert a design of force over other men and threat their lives, where also no common authority is present it is called state of war. Apart from the state of nature, in the state of war, Locke says that â€Å"every man hath a right to punish the offender, and be executioner of the law of nature† which drags men into continuous and endless wars and quarrels. Consequently, because of living in state of war, men could not make use of their natural rights such as right of existence, liberty, property, health, and punishment and judgment. One may instantly, without giving you a chance of defend, kill you, take away your freedom, seize you property and can do many other evil and unlawful actions. In order to prevent the brutal outcomes of state of war, Locke highlights the need of common legislative authority over the members of the community which will lead men to state of society where possessing natural rights would have a meaning and use. From these points, with a general survey, one can establish relations with Mill’s harm principle in consistency with natural rights. Mill’s harm principle lets government or such common legislative authority use power, force or other instruments over persons against their will in order to prevent someone to harm any other. And what Locke is seeking by introducing common legislative power is not much different with Mill’s presentation of harm principle. Let me support my stance by explaining the close relation between the natural rights of mankind and the principle. Right of existence and right of freedom cannot be secured in the state of war. The stronger members of the community would take hold of the others liberty which naturally have to be free from all superior powers and make them his slaves by at the same time threaten their lives, torturing and killing them. And putting forward that they can do anything they want and live in fully satisfied because of the natural right of liberty. But that is not the liberty of men. In such cases, rights of existence and liberty are attached to the willpower of the strongest although they are natural and given by god. True liberty is as Locke defines the freedom of men to follow their own wills and make their choices under the supervision of common legislative powers. So that for Locke such wills and actions that threatens others right of existence will not considered as natural right of freedom and not protected by government and vice-versa government will apply sanctions over whom uses right of freedom in bad faith. Then one shall say that Mill’s harm principle is put into practice over Locke’s natural rights of liberty. They joined together in the state of civilized society holding each other. Another very significant natural right that Locke talks about is property right. Firstly, he says that everything which lies on the earth created by god or nature belongs to the mankind in common. But mankind needs to use those unpossessed crops and fruits of earth in order to satisfy their needs and support and comfort of their being. Inevitably, concept of property is needed. Locke, at that point, says that whoever puts his or her labor on something that belongs to nature and community becomes the owner of that thing and constitutes title on it. The apples which in nature and owned by everybody, when gathered from trees by someone by mixing labor into, becomes the apples of the laborer or gatherer. By that way, I mean by mixing labor on something as Locke signifies, natural right of property can be established over something which is before common. However the question is, can one use Mill’s harm principle without violating Locke’s natural property right? The process of mixing effort on something is unclear. One may exert any kind of force and work to get the property of anything and may say â€Å"I have put my work on it† although actions may not legal, unjust, unfair and not protected by government. Another aspect is how someone can know and set apart the common and the owned property? Again he may put his effort on something which is already owned by another. The rule, first come, first served is not so determining and in practice many conflicts may occur. In both cases someone may get hurt by another’s actions. So in a sense, it seems harm principle is needed to be accepted by the government in order to prevent such harmful actions performed by ones who try to own something. In my opinion, in such cases putting into practice the harm principle is not a violation over property right, seems more like a limitation on behalf of mankind. Moreover, as Locke also explains everyone should not labor more than he could make use of, otherwise indirectly others may be affected by scarcity and lack of resources. At that point again harm principle can step in, and in order to prevent someone to acquire more than what he needs, common authority may exercise power on selfish ones. In conclusion, one may say that harm principle generally can be exercised by community while not violating the natural rights but limiting it on behalf of members of the society. Because as I tried to show that without such instruments, I mean harm principle, people who had bad faith in, can use natural rights in evil things.

Mistaken Identity in Merchant of Venice, Comedy of Errors, Twelfth Night and As You Like It   Ã‚  The ploy of mistaken identity as a plot device in writing comedies dates back at least to the times of the Greeks and Romans in the writings of Menander and Plautus. Shakespeare borrowed the device they introduced and developed it into a fine art as a means of expressing theme as well as furthering comic relief in his works. Shakespeare's artistic development is clearly shown in the four comedies The Merchant of Venice, As You Like It, Twelfth Night, and Measure for Measure where he manages to take the germinal idea of mistaken identity and expand it to peaks its originators never fathomed.    In Shakespeare's first comedy, The Comedy of Errors, mistaken identity is the sole impetus behind the action, as it had been with its original sources. The germinal idea of asking how one really knows who one is is introduced, but the conflicts that occur between appearance and reality are not totally realized. This will be accomplished by Shakespeare's maturing comic style as he begins to recognize all the varying aspects presented by the ploy of mistaken identity.    In its simplest form, mistaken identity is shown in Twelfth Night where twins are mistaken for each other enhancing the comic confusion of the plot. This basic concept is taken deeper, however, when it is recognized that one twin is actually a girl who would not normally be mistaken for her brother. This only happens because she has resorted to disguise. Viola masquerading as Cessario opens the doors for many double meanings in dialogue through a great deal of playing with words. When her twin brother Sebastian arrives, the comic elements reign as her meek natur... ...re to everyone.    These are only a few of the ways Shakespeare altered mistaken identity by expanding the concept to include disguise, self-delusion, and theme. It is impossible to fully develop all the uses and expansions this basic comic device received in Shakespeare's hands even when dealing with the limited scope of plays we are looking at in this question. It is also impossible to isolate one aspect of this development from the others because Shakespeare intertwined them in such a way that in his growth as a comic writer he took the ploy of mistaken identity and used it in its totality of meaning. Ultimately, mistaken identity is a subtle thread underlying virtually every comic action studied in these four works. Through his development of this simple comic device we clearly see one aspect of the whole that makes up Shakespeare's creative genius.

The musical strategies of some exemplary ‘titles’ sequences in a way that illuminates the function of music in entertainment cinema

In order to view a variety of techniques used, the title sequences of four films will be analysed: from classic Hollywood cinema Casablanca and Psycho, a modern Hollywood film, Edward Scissorhands, and a recent Russian film, Prisoner of the Mountains (Kavkazky Plennik). In non-musical terms Casablanca, Psycho and Edward Scissorhands all present different versions of the classic Hollywood technique of using a closed, self-contained titles sequence. Meanwhile in Prisoner of the Mountains there is an extended sequence before the titles begin, and this sequence includes music. The following points need to be addressed with regard to each film: how the music in the title sequence coincides with the visuals (i. e. how the sequence works on its own); what kind of role the music plays; how this can be interpreted in terms of its effects on audience expectation and manipulation; and finally how the music of the title sequence relates to that which is used later on, and in what context the title music itself is used. In Casablanca the normal Warner Bros fanfare accompanies the studio's logo at the very opening, and drum music links the picture to the visually static title sequence which uses a map of Africa as its background. This develops into ‘oriental' music for the full orchestra, using several clichis developed from the western perception of the ‘orient', such as the persistent use of the melodic progression tonic/leading note/flattened-submediant/dominant (i. e. C, B, A-flat, G) played predominantly by brass and reed instruments. When the credit for the composer Max Steiner appears, the music shifts and plays La Marseillaise, the French national anthem, but this concludes with an interrupted cadence rather than its normal perfect version. We must also examine the next sequence as it forms a unit with the title sequence, using both music and partly-animated visuals. We see another globe, this time used for the mapping of the physical and causal route to Casablanca, from France and other places. Clips of paradigm journeys are superimposed onto the map as the refugees flee Paris and Marseilles. The music accompanying this follows on from the pessimistic nature of the interrupted cadence of La Marseillaise, building down to low, dissonant and lugubrious chords on brass which begins to be accompanied by a romantic high, intense and chromatic melody for strings in octaves. Finally, as the first scene of the film begins in a market square in Casablanca, the music returns to oriental music, this time, supposedly, diegetically. The role of this sequence is manifold: firstly it establishes Casablanca as the physical and spiritual setting for the film, corresponding to the geographically blatant use of maps. It also adds interest to an otherwise static title sequence, and indeed, is a montage of the musical themes that are to be presented in the film. The first two themes (‘Oriental' and Marseillaise) are so explicit that they do not take on much contextual meaning in this original setting, but rather set up purely musical expectation, which can be utilised by transformation or by various possibilities of juxtaposition with visuals. The third ‘suffering, yearning' theme is less familiar and therefore takes meaning from its context and becomes associated with the desire for freedom and liberty. In this sense the themes sum up the plot: as captivity in a wild land (oriental), fettered liberty (La Marseillaise and its cadence), and romantic human yearning for freedom. Generically, the nationalistic music also helps establish the film as a ‘serious' war film as well as a melodrama. The main strategies of the musical sequence, then, are clear: to introduce the main musical themes in a way that makes the introduction understandable and establishes its genre. By its nature the music also manipulates the audience into feeling the setting to be removed from their own settings by the fact that the oriental music is exotic in an Romantic orientalist sense rather than in a Moroccan sense, establishing the film as a western work. The manner in which the title music influences the rest of the film is generally easy to detail. Unlike the manner in which As Time Goes By is used in a proliferating way, the occurrences of the title themes are used to remind us of their original or implied contexts and meanings. The Marseillaise theme is used as a symbol of France (for the flashback sequence) but more generally as a marker of the success or failure of idealism and the Allies in its battle against cynicism and Fascism: its overall movement is from the interruption of the titles to the only full cadence in the final scene as Louis finally gives in to patriotism by throwing away the Vichy water. Oriental music is used more scarcely as the setting has been established, but it is used diegetically in the Blue Parrot scenes to distinguish it from the more homely and American Rick's (‘Cafi Americain'). Thus some of the title music was truly introductory and other parts were to be used for future reference. The fact that As Time Goes By was not used indicates that it did not attempt a full musical accumulation of themes but concentrated on those necessary to understand the first scene. The title sequence of Psycho is more closed and self-contained than that of Casablanca due to the manner in which the music of the titles is separated – both by silence and by change of mood – from the opening scene. The sequence is also far more visually captivating due to the thrusting horizontal lines that shoot across the screen and distort the titles themselves, culminating in a vertical meeting of upwards and downwards-moving lines and a release. Unlike Casablanca there is no aspect of narrative or historical context, but rather the establishing of a mood, as the lines suggest frenetic activity, violence, splitting and then final dying union, as the lines meet and fall away. The music, meanwhile, uses three primary textures in succession, all of which are linked by the modernist language and string scoring of Herrmann's score. The first is a driving ‘motor' rhythm of double-stopped dissonances in the tradition of The Rite of Spring, which develops by superimposing variants of a basic cell onto itself and thus expanding in volume and texture. The second is this rhythmic idea as an accompaniment to a soaring violin theme which is still not entirely Romantic in character due its persistent crotchet motion. Ostinati are thus the key to the sequence. The third texture is the ‘sharp' rhythmic idea used by smaller sections of strings in upwards sequences, dying away with the visual lines, and reaching an extremely high tessitura. The music stops and pauses before the opening scene begins with slow weakly-discordant descending chords in the style of Debussy. ‘The real function of a main title, of course, should be to set the pulse of what is to follow†¦ I am convinced, and so is Hitchcock, that after the main titles you know that something terrible must happen. The main title sequence tells you so, and that is its function: to set the drama. You don't need cymbal crashes or records that never sell'. 1 Thus Bernard Herrmann both states the specific strategy of the musical cue that accompanies the title sequence in Psycho and proposes a general theory of the function of titles sequences. He also justifies his choice of a string orchestra for such dramatic music, and in other places likens the string sound to Hitchcock's anachronistic monochrome. The strategy, then, is to sum up the essence of the film. That essence is surely the surprising ‘primitive' (in the primitivist sense of Stravinsky) violence that describes the title word, and in no way sets the scene for that which immediately follows. The music is fiercely modernist for a cinema audience but still within their understanding so that, along with the visuals and the word ‘psycho', the main element of the titles establishes itself as distinctly inhuman and violent. Just as the straight lines penetrating the screen and the titles can be interpreted as predicting the motion of stabbing and also the split character of Bates, the music is ‘stabbing' in its chords and ends ‘screaming' as Marion will do. The horror genre is thereby indicated, but the music's insistent intensity hints at the obsessively psychological nature of Hitchcock's art. The influence of this titles music on the rest of the film is subtle. The first scene is entirely removed from it by mood, if not completely by musical language, a feature that unifies the entire score and film. The first time the titles music is reused is when Marion realises that her boss has seen her driving her car after she had told him that she was going straight home to bed. The fright she suffers, and the effort with which she suppresses it in order to force a smile at her boss, seem to initiate the return of the violent double-stopped ostinati of the titles. Here there is a meaning attached to a mood which we understand to be the essence of the film: the music is in some way linked to the Marion's subjectivity and also the insistent technology of the car. Marion is shown to be a transgressive woman, and this raises the expectation that Marion herself may be the psycho: she has a headache; she hears voices in her head; she has stolen money; she drives – a masculine pastime in most films; and accordingly her fright is expressed not through Romantic scherzo music but by this horror music. This expectation is, of course, entirely false. Meanwhile the explicit violin theme of the titles is used to fill the screen just as Marion's face does as we watch her watching the road, amounting to a nullification of any reluctance we might have towards voyeurism. The most powerful influence the titles music has over the film is its various ways of presenting ostinati. We learn to decode this new musical language in stages, so that the deep ostinati heard as the dying Marion falls to the floor in the shower is distinguished from the niggling four-note repeated figure associated with Marion's decision to run away with the money. They mean different things but are united by technique and by the world they draw for the audience. Edward Scissorhands toys with genre: it is a both a genuine horror film and a parody of one (of the Frankenstein and Beauty and the Beast traditions); it is also a fantasy, a comedy and a melodrama. This is recognised in the titles sequence and the music that accompanies it. The studio logo is accompanied by snow and then there follows a title sequence that is ambiguous as to whether it is animated or real. In fact, it turns out that much of the sequence is real and is taken from later scenes involving Vincent Price that are vital to the plot, such as the brief view we have of him dead and the hands that could have been Edward's. However, this is all crafted with elements of Gothic fantasy, using discrete images from the house/castle, beginning with dark shadows and an old door opening, moving to what we later realise was the inventor's laboratory, and this culminates in the purely fantastic animation of hearts and other ‘shapes' falling like snow, with which the title sequence concludes. Danny Elfman's music for this sequence is remarkable mainly for its orchestration: it begins with solo celesta, then strings are added, accompanying a plaintive cor anglais, and then a full (and massive) orchestra plays the main theme, to which is added a celestial and voiceless choir, which sings to ‘oooh'. The chord sequence that is most prominent is a major tonic triad moving to a minor triad of the submediant. In effect, the sequence is akin to an amalgamation of Casablanca and Psycho, for it uses the technique of joining the titles to a ‘false' first scene, whilst dissociating it from the first ‘real' flashback scene, which begins in prosaic silence. Elfman's music is fairly uniform here but multivalent. The magical nature of the film is set by the celesta and the harp/flute-oriented nature of the full orchestration and finally by the angelic voices. The magical interpretation of this combination of instruments is accepted by way of Chaikovsky, Debussy and John Williams, from whom the harmonic progressions are also borrowed. The element of horror is marginalized but represented by low strings and the melancholy of the cor. The voices add a layer of naive wonder that is rather over the top, something that is a major part of the film. The audience is led to expect a fairy tale with an element of horror to it, but also the clues to the somewhat tongue-in-cheek nature of the film are also present in the music. Importantly, from the very beginning this affective music is associated with the house and Edward. The element of falling in this film is highly significant: many of the moments of greatest significance revolve around the falling of snow, which is finally associated by the old woman of the present with Edward's very existence, and thus the existence of the film and of magical naivety and goodness, with the falling of snow; in the studio's very logo before the titles there had been no fanfare but silence accompanying the falling of snow; in the titles the ‘shapes' are shown to fall like snow: these shapes include hearts, which provide a link to humans and human emotions: the inventor falls when he dies and his fall is emphasised by the way in which we view his face as he realises he is to die. The sequence leading up to the inventor's death is the key to the explanation for Edward's condition, which is half the mystery of the film (the other half is how it will end), and it is drawn out by its progression being interrupted and alternated with scenes of the ‘present' (wi thin the entire flashback of the film). During this we realise the significance of what we had seen in the titles, and to emphasise this the titles music is brought back, and the tragic nature of the story is shown by the fact that we were ignorant of its intended significance until now. The other scenes in which the titles music features prominently are when Edward sees the picture of Peggy's daughter for the first time (choir ‘ooohs') and when snow is falling and Edward magically (for it would not be possible) creates beautiful ice sculptures with the girl as his enraptured audience (full statement of the main theme). Thus the titles music is used to indicate the presence of the picturesque, the naive will to do good and the tragic nature of fate. Those things not privileged by this music are, by implication, marginalized. However, the titles theme also proliferates the film as Elfman develops it by distortion (quarter-tone glissandi in the main theme) during moments of anguish. This is similar to Steiner's use of La Marseillaise in Casablanca. Finally, by way of contrast, we will look at Prisoner of the Mountains, a strong piece of anti-war propaganda made during, and based on, the ongoing Russo-Chechen conflict. The film begins with a long sequence before the titles, showing the recruitment process of a young man drafted in as a reserve soldier into the Russian army. We see him given a medical examination naked, which has an element of humour to it. Then we see an older soldier go to play pool outdoors with a friend and they drink in a relaxed, late-evening atmosphere. The contrast between the young and innocent and the hardened cynic is reinforced as the soldier, Sasha, responds to other soldiers being rowdy by firing off rounds of his machine gun in mock attack. As he shoots we see his tensed, macho face, there is a freeze frame and a song begins, the first music of the film. The song is an old one and is obviously recognisable as a popular song of the type popularised during the Second World War, a period that is a subject of great nostalgia for Russians. We then see a military manoeuvre operated by the Russians with both the old and the young soldier aboard a Russian tank. The song ends and we are brought out of nostalgia for the army to the harsh reality as we hear a solo plucked string instrument play an ‘oriental' snippet of melody. This alerts the audience to the possibility of danger from Russia's ethnic ‘others' and to the placement of the scene in the Caucasus mountain range. Suddenly the tank is ambushed and our two soldiers are severely wounded and left unconscious and seemingly dead by their comrades and are captured by the Chechens. Finally the titles begin with an endless panorama of the mountains and dramatic orchestral music in an orientalist style. Here it is difficult to determine what constitutes the essential title sequence if one accepts Herrmann's definition. The music that accompanies the titles certainly does more to emphasise the setting and the drama of the film, but we cannot forget what has already happened. The freeze-frame on Sasha's face as he fires in connection with the ultra-popular song is so strong a device so difficult to interpret on first viewing that it dominates the opening. Moreover, whilst the opening music is hardly reused before the end of the film, there is another sequence which is crucial to the film's anti-war message: the two Russians are kept hostage, chained together, for a long period and it becomes increasingly likely that they will be killed. As they sit together, back to back, Sasha begins to sing another old WWII song in a triumphant, brave voice, something that is obviously escapist. Suddenly his voice is multiplied and the song is taken over by a huge chorus and the shot moves from the two men to the vast expanse of the mountains, so that he can be seen to become the might of the Russian army. As the song is still being bellowed out, the shot changes back to the men, and Sasha is crying frantically. The false expectation of escape in patriotism that had been set up by the song is revealed, and this makes sense of the opening song in addition. In a sense, then the titles sequence constructs a conventional colonialist Russian audience led to be wary of foreign subjects, whilst its other musical material works against this. It is possible to generalise our observations to note that for every film here the titles operate as a kind of first subject of a sonata-form movement: they establish certain information about the film's essence which can be developed in a linear way, as in the thematic references in Casablanca and the thematic distortions of Edward Scissorhands, or in a more accumulative way, as with the manner in which the music for the titles sequences in Psycho, Edward Scisssorhands and Prisoner of the Mountains gains in meaning as we acquire more information. As an audience we are led to believe that the titles have meaning and, like the subject of a sonata, will be recapitulated.

Chapter 9: Globalization, Trends, and Gaining Perspective Millennials Go To College The book by Neil Howe and William Strauss discusses about Millennial Generation and their characteristics as they enter college. Millennial Generation is the generation born from 1982 to the present. The book discusses various cultural dynamics characterized by this generation and the general characteristics that can well describe this generational cohort as a whole. Unlike Generation X, which is the generation preceding Millennial Generation, the later seems optimistic. The generation is team-oriented and rule-followers. The generation has not only driven down teen pregnancies and abortion, but it has also led to declined suicide rates, violent crimes and drug use among youth. On the other hand, in comparison to Millenials Generation, Generation X did not value education. Millenials are presented as being the most ethnically diverse and also the busiest generation. Mr. Howe's delineations of generational differences will influence educators' practices in the classroom in various ways. First, the educators will have a great interest in this generation. This is because the generation seems to be more promising than the earlier generation. With the availability of advanced technology such as internet in this millennial generation, the educators will be able to carry out their duties effectively. Despite of its importance, the educators will have challenges from the internet since the Millenial generation will be liable to misuse the internet through social sites. Also, because of he influence of peer pressure among Millennials, teachers will face challenge when dealing with them. Chapter 10: Issues in Modern American Education In 1950s, racial discrimination in schools was the norm in United States. The black schools were inferior in comparison to the white schools. Brown tries to enroll his child Linda in a white elementary school but the principal could not allow him. Brown decides to challenge the segregation based in color in Public schools. I was interested in this case segregation is still a sensitive issue in many nations. There are segregation based on sex, color, tribe and so on. The segregation pervades other aspects of life which the inferior group is likely to undergo during life time. Segregation prevents students from achieving what they could have otherwise achieved. This case involved families of students attending public schools in New Hyde Park. According to the families, the voluntary prayers, which student recited during school opening, contradicted with their religious beliefs. I selected this case because the issue of religion in schools has contributed greatly to segregation. Some students may not join a certain school because of their religion. Also, on the ruling the case, it is interesting to note that the prayer was a government-written prayer which in my own opinion was wrong since the government should not be biased or favor any religion. There are also many discount websites that you can go on to get cheaper prices on airlines and boats. You are the only one that can know what experience you want so it is up to you to add up all the different things you want to do to know how much money you will need. Apollo 4 - NASAs First All Up Test

Apollo 4 - NASA's First All Up Test On January 27, 1967, tragedy struck on the launch pad during a preflight test for Apollo 1 (also called AS-204), which was scheduled to be the first Apollo manned mission, and would have been launched on February 21, 1967. Astronauts Virgil Grissom, Edward White, and Roger Chaffee lost their lives when a fire swept through the Command Module (CM). The accident was the first major mishap in NASAs short history, and it shocked the nation.   Moving Beyond Tragedy NASA made an exhaustive investigation of the fire (as it does with all space mishaps), which resulted in extensive reworking of the CMs. The agency postponed manned launches until officials cleared the new capsule design for use by human crews. In addition, Saturn 1B schedules were suspended for nearly a year, and the launch vehicle that finally bore the designation AS-204 carried a Lunar Module (LM) as the payload, not the Apollo CM. The missions of AS-201 and AS-202 with Apollo spacecraft aboard had been unofficially known as Apollo 1 and Apollo 2 missions (AS-203 carried only the aerodynamic nose cone). In the spring of 1967, NASAs Associate Administrator for Manned Space Flight, Dr. George E. Mueller, announced that the mission originally scheduled for Grissom, White and Chaffee would be known as Apollo 1, as a way to honor the three astronauts. The first Saturn V launch, scheduled for November 1967, would be known as Apollo 4. No missions or flights were ever designated as Apoll o 2 and Apollo 3.    The delays caused by the fire were bad enough, but NASA also faced budgetary cutbacks as it raced to reach the Moon before the end of the decade. Since the U.S. was in a race to get to the Moon before the Soviets could get there, NASA had no choice to but move ahead with the assets it had. The agency did further tests on the rockets, and eventually scheduled the Apollo 4 mission for an unmanned flight.  It was referred to as  all-up testing. Resuming Space Flight After the complete retooling of the capsule, the mission planners for Apollo 4 had four major goals: Demonstrate structural and thermal integrity and compatibility of launch vehicle and spacecraft; confirm launch loads and dynamic characteristics.Verify operation of command module heatshield (adequacy of Block II design for reentry at lunar return conditions), service propulsion system (SPS; including no ullage start), and selective subsystems.Evaluate performance of emergency detection system in open-loop configuration.Demonstrate mission support facilities and operations needed for launch, mission conduct, and CM recovery. After extensive testing, re-resting, and training,  Apollo 4 launched successfully on November 9, 1967 at 07:00:01 a.m. EST from Launch Complex 39-A at  Cape Canaveral FL. There were no delays in the preflight preparations and with the weather cooperating, there were no delays during countdown. During the third orbit and after SPS engine burn, the spacecraft coasted to a simulated translunar trajectory, reaching an altitude of 18,079 kilometers. The launch marked the initial flight testing of the S-IC and S-II stages. The first stage, S-IC, performed accurately with the center F-1 engine cutting off at 135.5 seconds and the outboard engines cutting off at LOX (liquid oxygen) depletion at 150.8 seconds when the vehicle was traveling at 9660 km/h at an altitude of 61.6 km. Stage separation occurred only 1.2 seconds off the predicted time. Cutoff of the S-II occurred at 519.8 seconds. It was a triumphant, if subdued return to space flight, and moved NASAs goals to reach the Moon farther forward. The spacecraft performance went well, and on the ground, people heaved a huge sigh of relief.   A Pacific Ocean landing occurred on November 9, 1967, 03:37 p.m. EST, just eight hours and thirty-seven minutes and fifty-nine seconds after takeoff. The Apollo 4 Spacecraft 017 splashed down, missing its planned impact point by only 16 kilometers. The Apollo 4 mission was a success, all  objectives were achieved. With the success of this first all up test, the Apollo program resumed manned missions and moving toward the eventual 1969 target for the first human landing on the Moon during the  Apollo 11 mission.  After the loss of the Apollo 1 crew, the Apollo 4 mission benefitted from many tough (and tragic) lessons learned. The above quotation summarises the key themes of this essay and the issues that will be explored. To examine the extent to which America had an imperialist policy, which contradicted the ideals, set down by the declaration of independence we must first analyse the terms used within the question and look at the ideals specified in the declaration of independence. Examples of when America showed this imperialist policy must then be examined to find to what extent they had one. Finally it must be investigated into reasons why America may have taken a turn towards imperialism which they were so strongly against when they broke from Britains rule in 1776. The second meaning of the word imperialism is that of a developed country influencing other countries by trade and diplomacy. It is this meaning that is often associated with Lenins view of imperialism as he felt that it was not necessarily about colonies but imposing control over another country through influence and tariffs. Using these interpretations it will be easier to analyse the actions taken by America and to find to what extent America had an imperialist policy. Now I have explored the meaning of imperialism I will go on to examine the ideals that were set down in the declaration of independence on 4th July 1776. For the purpose of this essay not all the issues raised in the declaration of independence are required so I will highlight the points that I feel are needed to answer the question best. Firstly the declaration refers to He meaning the King of Great Britain describing the injustices he has subjected the American colonies to. The first part I feel will highlight the issues within this essay talks about some of the injustices: He has combined with others to subject us to a jurisdiction foreign to our constitution, and unacknowledged by our laws, giving his assent to their pretended legislation: For cutting off our trade with all parts of the world; For imposing taxes on us without our consent; For depriving us, in many cases of the benefits of trial by jury; The above speaks of some of the things that the American people felt were wrong criticising British imperialism. The second piece continues to describe what they feel is wrong condemning British actions: For abolishing the free system of English laws in a neighbouring province, establishing therein an arbitrary government, and enlarging its boundaries, so as to render it at once an example and fit instrument for introduction the same absolute rule into these colonies; For taking away our charters abolishing our most valuable laws, and altering governments; For suspending our own legislatures, and declaring themselves invested with power to legislate for us all in cases whatsoever. He has abdicated government here by, declaring us out of protection and waging war against us. He has plundered our seas, ravaged our coasts, burned our towns, and destroyed the lives of our people. By declaring what they feel strongly against the American people are revealing their ideals of government and rule within a country. The final part of the declaration describes how America will continue once broken from British rule: We therefore the representatives of the United States of America, in general congress assembled, appealing to the Supreme Judge of the world for the rectitude of our intentions, do, in the name and by the authority of the good people of these colonies, solemnly publish and declare, that these united colonies are, and of right ought to be, FREE AND INDEPENDENT STATES; that they are absolved from all allegiance to the British crown, and that all political connection between them and the state of Great Britain is, and ought to be, totally dissolved; and that as free and independent states, they have full power to levy war, conclude peace, contract alliances, establish commerce, and do all other acts and things which independent states may of right do. This section of the declaration of independence concludes the intentions of the American people and how they will continue as a state. Looking at the excerpts I have taken I will refer back to these during the essay to point out contradictions in the American policy to prove the argument that America had an imperialist policy. Having looked at the question and analysing the terms used within it I shall now explore reasons as to why American policy took a turn towards imperialism. America had been expanding since after the first landings in Jamestown and Plymouth with settlers moving west and further south rapidly consuming the great expanse of the American continent. This early expansion within the continent was purely for the settlement of the American people however; the movements of the 1890s took a different path. Overseas expansion into already populated areas not so much for settlement but for the purpose of tactical naval bases, trading outposts or commercial centers on major trade routes. One view of this new policy was from Walter LaFeber: The United States did not set out on an expansionist path in the late 1890s in a sudden, spur-of-the-moment fashion. The overseas empire that Americans controlled in 1900 was not a break in their history, but a natural culmination. The above view expresses that imperialism and expanding is simply natural progression for any country and it was Americas time to expand. In America at the time few people liked the idea of imperialism, expanding had shown them benefits such as those of California and Oregon but imperialism meant control over other peoples by military conquest or economic domination which they did not want to be a part of. These attitudes however began to change as the end of the frontier was reached, as John A Kasson, a diplomat said in the North American Review: We are rapidly utilising the whole of our continental territory. We must turn our eyes abroad, or they will soon look inward upon discontent. Again this view explored that expanding was something that came naturally once all a nations land was occupied. Now that the question has been explained and reasons for imperialism explored I shall continue to discuss examples to show to what extent America had an imperialist policy. The first example of America advancing towards an imperialist policy can be seen as the introduction of the Monroe Doctrine, which was expressed during President James Monroes seventh annual message to congress in December 1823. Within this doctrine it was expressed that America felt that European powers no longer had the right to interfere in matters involving the Western Hemisphere and the American continent. as a principle in which the right and interests of the United States are involved, that the American continents, by the free and independent condition which they have assumed and maintain, are henceforth not to be considered as subjects for future colonisation by any European powers This speech showed that America had interests in lands outside their own territory and were declaring that they saw the Western Hemisphere as their sphere of influence. It had long been hoped that America would one-day annex Canada or Mexico for extensive trade and greater unity against the European powers, the Monroe Doctrine supported this idea. In 1867 Secretary of State William Henry Seward finished negotiations with Russia for the purchase of Alaska with the aim of sandwiching in Canada ready for its annexation. The discussion of the Monroe Doctrine and the purchase of Alaska have shown that America did have an imperialist policy and contradicts the ideals that they set down: For imposing taxes on us without our consent; For taking away our charters abolishing our most valuable laws, and altering governments; For suspending our own legislatures, and declaring themselves invested with power to legislate for us all in cases whatsoever. They themselves condemned the actions of the British for doing the above and now although they had purchased Alaska were subjecting its people to very similar events. The next example of Americas imperialist policy I shall explore will be Hawaii and Americas long hopes of annexing the islands. Hawaii was seen to be a key way-station in the middle of the Pacific Ocean and control of these islands would provide great military and commercial trade advantages. In 1875 a reciprocity treaty with Hawaii bound the Hawaiians to make no territorial or economic concessions to other nations as well as allowing sugar to enter the United States free of duty. This treaty increased Hawaiis economic dependence on America, this supports the Lenin view of imperialism discussed earlier as it shows America having domination over Hawaii via economic constraints. In 1891 King Kalakaua died and nationalist Queen Liliuokalani came to power. The new Queen disliked being ruled by a white minority and made way for a new constitution to give native Hawaiians more power. This caused trouble in Hawaii with the White Hawaiians revolting and America becoming involved militarily. The revolt was over in three days and the Queen surrendered. On 14th February 1893, the secretary of state John W Foster and officials from the new Hawaiian government signed a treaty annexing Hawaii to the United States. However only two weeks were left in president Harrisons term and the senate refused to approve the treaty. President Cleveland who came to power shortly later started an investigation into Americas involvement and found it to have been wrong. Cleveland decided to restore the queen to her throne but the provisional government established in Hawaii instead created the Republic of Hawaii. This backing down on America or Clevelands behalf shows that the pursuit of an empire was perhaps not so great or that Cleveland simply felt more strongly about the ideals of the declaration of independence. However in 1898 the issue of annexing Hawaii arose again this time with concerns over Japans interests in the islands. President McKinley sought an annexation treaty but this required a two-thirds majority vote in the senate. It was decided that a joint resolution be obtained rather than a treaty requiring a majority in both houses. With the new approach the annexation plans passed quickly through congress and McKinley signed it on 7th July 1898 annexing Hawaii which had been an American goal since the 1860s. Now despite the actions of President Cleveland the annexation of Hawaii was eventually achieved again showing Americas imperialist policy and how they contradicted their own ideals of not imposing power over another country or subjecting other peoples to laws or government foreign to their own. I will now go on to discuss part of Americas involvement in the Philippines during the war with Spain. On 1st May 1898 after the war had only been going on one week Commodore George Dewey crushed the Spanish fleet at Manila Bay. With this significant victory the Philippines were now within Americas grasp and by the 13th August after raising an expeditionary force they took Manila Bay and gained control of the Philippines. This expansion of America territory by military conquest shows Americas imperialist policy and as one of those against it at the time said: Dewey took Manila with the loss of one man and all our institutions. So it was obvious at the time to some people that Americas policy contradicted the ideals set down by the declaration of independence on which their country was founded. The Final example I shall explore focuses on the early 1900s and the events surrounding the Panama Canal. Great Britain had controlled the region in Central America, but while otherwise concerned had withdrawn troops from the area to allow for American plans of building an isthmian canal linking the Atlantic and Pacific Oceans. President Roosevelt began selecting a route which would run through the Panama region of Colombia being 6 miles wide, he offered Colombia $10million and $250,000 annual rental for the land and permission. Colombia rejected his offer and he considered seizing the area but instead hinted to the inhabitants of the Panama region to revolt. Within a short time they did so and the new Republic of Panama was created with American support. A new deal was struck and the canal commissioned with Panama relying on America and America now controlling an extremely important trade route. This example again shows America putting themselves in positions to be in an advantage over other nations highlighting another aspect of their imperialist policy. I have now looked at the reasons why America may follow an imperialist policy, how the term imperialism can be interpreted and, have shown a number of examples when America showed this imperialist policy. I shall now conclude my finding to answer to what extent America had an imperialist policy, which contradicted the ideals set down by the declaration of independence. I have not shown all the examples of when America showed signs of imperialism that I discovered my research but I have highlighted those that I felt were most important. All of the examples used have proved that America did have an imperialist policy to some extent or another they have also shown that at times some Americans felt that this policy did go against the ideals on which their nation was founded. So I conclude that America did have to a large extent an imperialist policy which contradicted the ideals set down by the declaration of independence whether they themselves recognised this policy or not as going against their own beliefs. Dewey took Manila with the loss of one man and all our institutions.

Clostridium Difficile Infection: Causes and Treatment Clostridium difficile   Introduction Clostridium difficile generally written as C. difficile is a bacterium (germ). It presents in a small quantity in the gut of many people without harming person. But, when the quantity of C. difficile bacteria increases in the gut, then it can cause infection. The C. difficile bacteria usually do not create infection in healthy people. Though, some  antibiotics can disturb the regular balance of usual bacteria in the gut that shield against C. difficile infection. This infection most commonly affects people whose treatment requires prolonged use of antibiotics. During use of antibiotics, if other harmless bacteria are killed, then this will allows C. difficile to grow in larger numbers than normal circumstances. The bacteria start to produce toxins that cause the symptoms given below. Therefore, if a person is taking antibiotics and He/she has C. difficile bacteria in gut, then bacteria may flourish and can cause an infection. This is a problem normally occur while taking many of the commonly used antibiotics. Spread of Clostridium difficile infection C. difficile bacteria are usually found in whole the environment — in air, soil, water, human and animal faeces. It is also found in food products, such as processed meats. C. difficile infection commonly associated with hospitals where a higher percentage of people carry the bacteria. C. difficile bacteria spread to food, surfaces when infectious people do not clearly wash their hands. The bacteria creates spores that can be persevered in a place for months. If you touch a surface polluted with C. difficile, then you may then unintentionally swallow the bacteria. Symptoms of the disease The symptoms of adisease can range from mild diarrhoea to a severe life-threatening inflammation of the bowel. The symptoms of a Clostridium difficileinfection generally grow when you are taking, or just finished taking an antibiotic. Seldom, symptoms mayappear up to 10 weeks after you finish taking antibiotics. List of symptoms include: Watery diarrhoea (sometimes can be blood-stained) three to four times a day; may be more. Colitis (inflammation of a larger bowel). Loss of appetite abdominal cramping and pain Nausea a high temperature (fever) of above 38 ºC (100.4 ºF) painful abdominal cramps No treatment may be required in mild cases only abandoning the antibiotics or drinking plenty of fluids is required to cure infection. However, cure with specific antibiotics is desirable in more severe cases. Identification of Clostridium difficile Infection Clostridium difficile Infection is identified in a patient in following cases; Anyone who develops diarrhoea who had used antibiotics within the previous two months, and/or When diarrhoea was developed due to stay at hospital, or after few weeks of releasing from hospital. Anyone has abdominal pain, or fever; Anyone has a diagnosis of colonoscopy, pseudo membranes on sigmoidoscopy or histological/pathological diagnosis of CDI; Anyone has a diagnosis of toxic mega colon. Laboratory testing of a sample of stool can be carried out to confirm the diagnosis. The test identifies the toxin material in the stool sample that is produced by C. difficile. An X-ray of abdomen, CT scan, or a Blood tests can be conducted if a patient more severe infection. Treatment of Clostridium difficile infection Clostridium difficile infection treatment depends upon severity of the illness. No treatment is necessary if one has no symptom. However, symptoms are shown various treatment are suggested for mild to severe infection. Mild infection treatment Patients having mild infection can be treated at home. If patient has mild symptoms of aC. difficile infection, infection can be controlled by just withdrawing antibiotics that have caused the problem. This will let the normal harmless bacteria to regrow in your gut. The excess growth of C. difficile should then decrease and symptoms often ease. Actually, many people will stopped the antibiotic anyway, after the completion of antibiotic course. In many cases where the signs are minor, stopping the antibiotics proved sufficient to clear the infection. Modest to severe infection If infection is of severe nature, patient will usually be admitted into hospital, so that patient can be treated and closely look after. If you have symptoms that are more bothersome, such as severediarrhoea or colitis, following treatment is prescribed to cure the infection: 1. Taking an antibiotic In case of severe symptoms such as severe diarrhoea or colitis, patients will be given antibiotics that can damage C. difficile bacteria. In the start, in moderate cases metronidazole is prescribed to cure the infection. But in severe cases vancomycinor fidaxomicin may be used to ease any colitis and stop perforation of colon. Symptoms then usually ease within two to three days, although it can take a week to make a significant recovery. Likely side effects of these antibiotics are stomach pain, feeling or being sick. 2. Fluid replacement In diarrhoea lot of fluid released from body and body becomes dehydrated. So, it is very important that fluid must be replaced in the body to maintain body’s water level. This reduction can easily be eliminated by drinking extra fluids. But, in case of severe, fluids should be given through a drip into veins or by nasogastric tube. 3. Surgery in rare cases Surgery cases are less than 1%. It is required only in life-threatening cases to remove a damaged section of bowel. Severe cases ofC. difficile infection can befatal,especially when they occur in those people who faces severe illness. Prevention C. difficile infection can be spread very easily. Normally, it can be prevented by maintaining good hygiene in healthcare surroundings, such as regularly washing hands and cleaning surfaces using bleach products. When someone is attending the patient having C. difficile infection, he/she can reduce the risk of spreading the infection by washing hands before and after entering the patient room. Soap and water should be preferred over Alcohol gel as in not effective against germs. Preventing the spread of infection into hospital I would implement strict guidelines about maintaining the hygienic environment in the hospital to avoid the spread of C. difficile infection. Possible guidelines would be; If possible, infectious patient should have their own room, washbasin and toilet facilities. Everyone should regularly wash their hands thoroughly with soap and water, particularly after using the toilet or anyone coming from outside to meet the patient. All the hospital staff must wear disposable gloves and aprons and they must wash their hands with water and soap before and after attending patient. Practice will be made of using soap and water should be used as a medium of washing instead of Hand gel because hand gel not kill the spores created by C. difficile. Visitors must also wear disposable gloves and aprons and must wash their hands before entering and leaving the room. Floors, Toilets, surfaces, bedpans, bedding, etc. should be clean washed regularly. Conclusion Clostridium difficile infection is caused by bacteria. It can range from severe to mild. Essay --

The Partition of India in 1947 illustrated what the real situation for decades with conflicts of religion and dominance as India gained independence from the British Raj. The process of dividing the subcontinent along sectarian lines resulted to the establishment of Pakistan as the predominantly Muslim sections of India; and the establishment of the Republic of India composed of the southern and majority Hindu section of India. Religion played a major role in the conflicts that existed between Hindus and Muslims aggravated by British imperialism. The Hindus were unwilling to accommodate Islam and the conflicting religious views between Hindus and Muslims made it extremely difficult for their peaceful co-existence. Hinduism is a strict hierarchical structure that is separated into thousands of castes to isolated units. Hinduism as a closed society commands loyalty from the implemented system of each caste with the presence of outsiders considered as the barbarians. Any connection with such outsiders through intermarriage and any other kind of relationship or by simply sitting, eating or drinking with them are forbidden because such outsiders would only pollute the purity of Hindus. Hinduism principles are primarily directed against those who do not belong to them and all foreigners even if such individuals referred to as Maleccha are inclined to their religion. Hinduism in its strict intolerance of other faiths led to the rejection of Hindus to assimilate Indian Muslims and ensured of a barrier that always divided Hindus and Muslims. The religious differences were fundamental to the separation of Muslims and Hindus and the hostility that constrained the possibilities of cooperation between them. The Muslims shared a se... ...ions of right and wrong and has placed the British in a very ugly world impression of Britain’s evil capability of stirring up hatred and doing nothing to suppress the consequences of division the imperial power orchestrated; and thus left the Hindus and Muslims in conflict and an absolute despise of the British. The scheme of winning wars using the troops of India clearly benefitted the British Empire even with the result of the loss of millions of Indian soldiers. The British were the great benefactors of the conquered peoples who generously gave in to promises to address the natives’ sentiments for independence. The British Empire was fed a boost for its international power with the ordinary public playing the no role in international politics except its consent to continue the illusion of popular mandate in the conception of state power by modern democracy.

Literary Analysis for John Updike’s A&P Essay

In John Updike’s A&P, a story of young man’s wasted effort on heroism is chronicled along with the fact that he has made a wrong decision on the situation. Sammy, a young teenager (assumed in the story), works as a cashier in A&P, a supermarket that caters to the different needs of consumers. One day, in an otherwise ordinary day, in walks three girls clad in skimpy bathing suits which capture the attention of everyone in the market, including the manager who reprimands them for such clothes. As the girls get embarrassed and leave the store, Sammy rushes to their defence and quits on the spot as he thinks that what the manager has done is unjustified. Sammy feels like a hero to the girls and leaves the store to rush after the girls, not knowing that the girls have long left without noticing Sammy’s â€Å"valiant† effort (Updike 596-601). In the story, there are many types of literary techniques which are evident. However, the three that stand out among the rest are the foreshadowing implemented by the author and narrator, the irony in the resolution, and symbolisms in the short story. Firstly, the foreshadowing can be seen in two ways. First, it can be perceived in terms of how the author uses a rather capturing opening of the story which gives a clue to the reader that something is bound to happen in the story and on that day in Sammy’s rather ordinary life. By using Sammy’s voice, there are allusions that something great is about to happen in the moment that the three girls walked in inside A&P and that Sammy’s life will never be the same again. The other aspect of foreshadowing can even be seen as an â€Å"en medias res† technique in the story. This is because in the middle of the story, the narrator reveals that what he is narrating has already happened and is not occurring. Hence, he is not narrating events but actually re-telling them. The other two literary techniques implemented in the short story is the use of irony which can be found in the conclusion of A&P and the symbolisms. Irony of circumstance is seen when Sammy quits his job for the girls when the girls do not even realize that he has done that. Hence, his attempt on being a â€Å"hero† is futile since the girls do not even think that they need one or that someone has rescued or stood up for them. The third and last literary technique is the usage of symbolisms. There are two symbolisms in the story: the supermarket itself and the three girls. The supermarket symbolizes the beginning chapter of Sammy’s life wherein he gets a taste of the different upsetting things that can happen in a person’s life; the three girls can represent the various forms of temptations any person encounters which can lead him to make wrong decisions. In conclusion, the use of literary techniques in any literature is very important since it adds more meaning, depth, and colour. Though any form of literature can do away with literary techniques, such aspects of literature make any written work more poignant, impacting, interesting, and meaningful. Ethics, Fraud, and Internal Audit at Ut Southwestern

There are many taxpayer supported medical schools in this country, most receiving their fees for services through Medicare and Medicaid. The Department of Health and Human Services requires that medical students who have graduated to the resident status have a teaching physician physically present when performing key portions of patient service to be able to bill those services to Medicare. In fact, the patient chart must be legibly signed by the attending physician that they were present and supervising the specific service in order to bill Medicare (â€Å"Guidenlines for teaching,† 2011).According to an article in the Dallas News, a former employee by the name of Jack Mooney was hired in 1991 by the University of Texas Southwestern Medical Center as a reimbursement manager to make sure that all medical billings submitted to Medicare and Medicaid were properly documented and billed (Dunklin & Moffeit, 2010). For example, that the teaching physicians were physically present wh en residents were performing services to meeting the required mandates for Medicare billing. He discovered that was not the case and took the information to his supervisors.Stricter policies were put into place for the departments to follow to make sure that all employees were following the necessary guidelines. In 1997, when Mr. Mooney was the director of UT Southwestern’s billing compliance office, he was still seeing and documenting the same problems. Mooney left the college in 1998 shortly after filing a federal whistle-blower lawsuit. The earliest documentation that can be found of UT Southwestern’s Internal Audit departments involvement comes in a 2003 when they approve of some of the college’s compliance policies, but noted that they do not have a policy in place to review reimbursement claim documents.Dallas News notes that six faculty meetings were held during 2007 and 2008 in which billing concerns were discussed. The Internal Audit Annual Reports for those years do not report any ongoing audits, but do report that they provide the billing compliance committee â€Å"independent consultation and guidance to help billing compliance activities address institution risks† (Rubel, 2008). In 2010 we finally see an internal audit performed of UT Southwestern’s billing compliance programs. The report stated that â€Å"the audit identified a significant finding in the Hospital Billing Compliance program†.As of 2010, the program had not yet implemented the 2005 Department of Health and Human Services, Office of the Inspector General (OIG) Supplemental Compliance Program Guidance for Hospitals. Although this guidance is voluntary, it is highly recommended by the OIG to help hospitals in â€Å"preventing the submission of erroneous claims and in combating fraud and abuse in the Federal health care programs (â€Å"OIG supplemental compliance†). The guidance specifically states that â€Å"hospitals should have in p lace procedures regarding resident rotation and monitoring†.The audit report recommends that the compliance program implement the OIG guidance, consolidation of the billing compliance groups (there are currently four), development of a single risk assessment plan with a corresponding audit plan, a monitoring system for both the risk assessment audit plan and the billing compliance audit report. Also of note in the audit report are repeated failures by the same department to meet billing practices. It is noted that these â€Å"recurring systematic failures increase the risk of exposure to potential civil damages and penalties, criminal sanctions, and administrative remedies, such as program exclusion†.The audit recommends that the failures be addressed at the department level and to develop a formal training plan to improve billing compliance. According to the report, all significant findings are tracked by the University of Texas System Audit Office to make sure that al l agreed upon recommendations have been implemented. These reports are unavailable for review and there has been no further comment on the billing compliance audit in the 2011 Internal Audit Annual Report. This issue was first brought to light 20 years ago by someone that was hired to review billing compliance.We know that 7 years ago the internal audit department was aware of the issue, but as far as we can tell, no significant audit of the hospitals billing department, in relation to Medicare billing requirements, was completed until 2010. Was the hospital fraudulently obtaining money from the government? Not in so far as anyone has determined. Was the audit department aware of the issue? Yes, as far as we can tell. Did the internal auditors follow the IIA’s mandatory guidance?
